Police in the Philippines using a "torture wheel."

"Police reportedly spun the wheel to select abuse for detainees. Punishments included 'bat position,' where people were hung upside down for 30 seconds."

Obviously they need more creative torturers if they have to base their decision on what to inflict on the random spin of a wheel.

Maybe it's got some good stuff on the wheel too.
You Know. Spin the wheel and you might wind up hanging upside down or maybe be forced to watch "The View". You know you're going to be punished, you now have an option.

The randomness of the torture actually enhances its psychological effect. The torture victim doesn't know what's coming next which makes any respite even more foreboding. The Chinese used such a mechanism in the death of a thousand cuts. The victims of this torture were said to go crazy after the third or fourth cut........I wonder what new initiative the President will stress in the SOTU.
